Answer: No, it can't...only programming devices with a chip can do that.

Answer: The US version. All operations and functions I have used on the Elite were in English.
You can use the Elite on 5 different cars from 3 different manufacturers (BMW, Nissan, and Cadillac).
Was able to simplify my troubleshooting with this tool.

Question: How well does this unit reflash? I do a lot of Dodge, Chevrolet, and Ford diesel diagnostics, do they work well with those? How is it bidirectional?
Answer: You will need a laptop with a j2534 pass unit to program the GM ford and Dodge but you have to pay the subscription fee to do the programming.
It works well with most two-way vehicles, it does the power balance also for Ford and GM but not sure for Dodge.
